A fence that meets Chapter 19.550 and the building code's exemption usually does not need a building permit. As of November 2026, Riverside's code says any fence, wall or hedge that does not comply with the chapter is not permitted, so the height and openness rules still decide what you can build. Masonry and retaining walls, pool barriers, gate operators and historic properties bring extra review.
When to expect a permit or review
- Retaining walls and fence-on-wall combinations, especially near a slope or the street.
- Masonry walls beyond the height the building code exempts.
- Pool barriers, inspected with the pool or on their own.
- Gate operators, which involve electrical work.
- Designated cultural resources, under Title 20.
- Alternative screening in place of decorative masonry, which needs director approval.

What is prohibited outright?
Barbed wire, and razor wire where it is visible from a street, alley or parking lot. Electrified security fences are not allowed in residential zones.
